The BelToll system consists of two components visible to the driver: the toll gantries and the on-board units (OBU), which drivers are obliged to install in their vehicle. It ensures proper toll collection from inside the vehicle. When the vehicle that is subject to tolling passes underneath the gantry, the small unit mounted on the inside of the windscreen communicates with the toll gantries using microwave technology based on DSRC (Dedicated Short Range Communication).
The BelToll system is based on a short-range, wireless communication technology. This system consists of several basic elements and its operation can be best summarized as follows:
Toll gantries fitted with antennas are located above the toll roads. The antennas enable communication between the transceivers and the on-board unit (OBU) mounted in the vehicle. Each time the vehicle equipped with OBU passes beneath the gantry the driver is charged for travelling on a particular section of toll road. The driver is also notified about it by a different sets of acoustic signals of the on-board unit. The toll collection is entirely automatic, and there is no need to slow down or stop.

The gantries (tolling stations) are located on toll roads segments. All toll road segments are marked with "Toll Road" signs, installed along the roads.
The toll collection is fully automatic through direct communication between the on-board unit (OBU) and the toll portals. The vehicle does not have to be stopped and the use of a specific lane is not necessary, so there is no slowing down of the traffic or congestion.
The correct payment of toll is ensured by a combination of automatic stationary checks and manual inspections carried out by the Mobile Enforcement Vehicles and Border Stations, which are operated by the Transport Inspection of the Ministry of transport and communications of the Republic of Belarus. The inspectors operating the Mobile Enforcement Vehicles and the Border Stations are entitled under paragraph 11 of the Statute on Individual Issues Concerning the Collection of Tolls for the Use of the Toll Road Network in the Republic of Belarus, approved by the Edict of the President of the Republic of Belarus dated September 27, 2012 No. 426 to stop all drivers acting unlawfully and to apply all applicable legal methods.
The control bodies act in accordance with paragraph 11 of the Statute on Individual Issues Concerning the Collection of Tolls for the Use of the Toll Road Network in the Republic of Belarus approved by the Decree of the President of the Republic of Belarus dated 27.09.2012 No. 426.
