From 1 September, changes will be introduced to the BelToll electronic toll collection system for toll roads in the Republic of Belarus. In addition to updated tariffs for all vehicle categories, the changes will affect the conditions for travelling on access roads leading to Minsk and provide for the application of a surcharge coefficient to vehicles with a gross vehicle weight rating (GVWR) exceeding 3.5 tonnes travelling in transit on MKAD-1 and/or through Minsk.

The new rules are being introduced in accordance with Resolution No. 42 of the Ministry of Transport and Communications of the Republic of Belarus dated 24 August 2026, “On Approval of Toll Rates for the Use of Toll Roads in the Republic of Belarus”. Once the resolution enters into force, i.e. on 1 September 2026, tolls for travel on toll roads leading to Minsk will be calculated using the applicable tariffs, with the surcharge coefficient applied. The new measure will apply to vehicles with a GVWR exceeding 3.5 tonnes if they travel along two or more segments of the M-2, M-3, M-4, M-6/E28, R-1, R-23 or R-28 roads listed below within one hour:

When vehicles pass through toll collection stations located on the above-mentioned segments, the toll will initially be charged at the standard rate (i.e. at the applicable tariff without the surcharge coefficient). Based on an analysis of information on vehicles travelling along the segments, if the conditions for applying the surcharge coefficient are met, the system will make an additional charge for transit travel. For the relevant segments, the toll will be charged at the applicable tariffs, with a coefficient of 9.0 applied. The additional charges will be shown as separate line items in the payment details in the Personal Account on the beltoll.by website. Before the changes enter into force (before 1 September), such transactions will be shown as “0 roubles”.

In accordance with Resolution No. 42 of the Ministry of Transport and Communications of the Republic of Belarus dated 24 August 2026, “On Approval of Toll Rates for the Use of Toll Roads in the Republic of Belarus”, the following tariffs will also apply from 1 September 2026 when calculating the toll payable by vehicles for a toll-road segment in the Republic of Belarus:

For vehicles with a GVWR not exceeding 3.5 tonnes that are not registered in the Member States of the Eurasian Economic Union, the toll will continue to be calculated based on the period of use of the toll roads and, from 1 September 2026, will be as follows:

It is important to note that, for vehicles with a GVWR not exceeding 3.5 tonnes that are registered in the territory of the Member States of the Eurasian Economic Union, travel on the roads of the Republic of Belarus will remain free of charge.

From 1 September 2026, the amounts payable under the single-trip tariff will be as follows:

From 1 September 2026, the tariffs established by Resolution No. 94 of the Ministry of Transport and Communications of the Republic of Belarus dated 31 October 2025, “On the Use of Toll Roads”, will no longer apply once Resolution No. 42 of the Ministry of Transport and Communications of the Republic of Belarus dated 24 August 2026, “On Approval of Toll Rates for the Use of Toll Roads in the Republic of Belarus”, enters into force.
