Toll-Liable Vehicles
All vehicles with a maximum laden weight (MLW) exceeding 3.5 tonnes, except for exempt vehicles, and all vehicles with a MLW not exceeding 3.5 tonnes that are not registered in the territory of the Eurasian Economic Union (EEU), except for exempt vehicles, are obliged to pay the toll for the use of toll roads on the territory of the Republic of Belarus.

Toll Rates
For vehicles with a MLW exceeding 3.5 tonnes
According to the the Decree of the Ministry of Transport and Communications of the Republic of Belarus of May 16, 2023 No. 24 "On changing the Decree of the Ministry of Transport and Communications of the Republic of Belarus of June 17, 2013 No. 21" the following tariffs are established for calculating the amount of payment for the passage of vehicles on toll roads, depending on the maximum laden weight (MLW) and the number of axles:

For vehicles with a MLW not exceeding 3.5 tonnes
According to the Decree of the Ministry of Transport and Communications of the Republic of Belarus of May 16, 2023 No. 24 "On changing the Decree of the Ministry of Transport and Communications of the Republic of Belarus of June 17, 2013 No. 21", the following tariffs are established for calculating the amount of payment for the passage of vehicles with a MLW not exceeding 3.5 tonnes on toll roads:

* An Electronic Vignette, which has been purchased for a calendar year, is valid from January 1 to December 31 of the corresponding year, as well as during the last 15 calendar days of the previous year and the first 15 calendar days of the following year.
Single Toll Tariff Payment
In the event of violation of the procedure for the use of toll roads, the user has the ability, within two hours from the violation, to make a single toll tariff payment in order to avoid being charged an increased rate payment.

Increased Rate Payment
In the event of violation of the procedure for the use of toll roads, a violation is recorded in the BelToll system, for which the user has to make an increased rate payment. The amount of increased rate payment for the use of toll roads of the Republic of Belarus is established by the Decree of the Ministry of Transport and Communications of the Republic of Belarus of May 16, 2023 No. 24 "On changing the Decree of the Ministry of Transport and Communications of the Republic of Belarus of June 17, 2013 No. 21":

Exempt Vehicles
In accordance with Sub-paragraph 4.4 of Paragraph 4 of Decree of the President of the Republic of Belarus No. 426 On Selected Issues Related to the Functioning of the Electronic Toll Collection System for Certain Roads of the Republic of Belarus dated 27/09/2012, users of the vehicles below are exempt from toll charges in the Republic of Belarus:
- vehicles registered in the territory of the member states of the Eurasian Economic Union (EEU) or with temporary licence plate numbers of the Republic of Belarus installed in cases provided for by the applicable laws, with the maximum laden weight not exceeding 3.5 tonnes, as well as trailers towed by them (to start using toll roads, performance of any actions or formalities is not required);
- vehicles with the maximum laden weight not exceeding 3.5 tonnes registered outside the territory of EEU member states, imported by natural persons into EEU customs area or acquired by natural persons in the territory of EEU member states and imported into the territory of the Republic of Belarus, and trailers towed by such vehicles, – within 10 days from the date they are released by the customs authorities for circulation in the EEU customs area without restrictions on their use and disposal, or from the date of their acquisition, respectively (to start using toll roads, performance of any actions or formalities is not required);
- vehicles with temporary (transit) licence plate numbers issued in a foreign state acquired by individual entrepreneurs or legal entities of the Republic of Belarus for ownership, economic management or operational control and imported into the territory of the Republic of Belarus (to start using toll roads, performance of any actions or formalities is not required);
- motorbikes and motorcycles (to start using toll roads, performance of any actions or formalities is not required);
- wheeled tractors and self-propelled vehicles registered in the territory of the Republic of Belarus (to start using toll roads, performance of any actions or formalities is not required);
- special operations vehicles (to be exempt from toll payments, one should submit an application to Belavtostrada State Institution prior to usage of toll roads and receive a notification from Belavtostrada State Institution that the application has been satisfied before the use of toll roads);
- Route vehicles used for urban transportation of passengers, as well as emergency response vehicles or vehicles used for transporting humanitarian aid cargo for the population of the Republic of Belarus and other countries (entitled to travel free of charge on toll roads only after conclusion of a contract for the use of toll roads in exemption mode and installation of an On-Board Unit issued by Belavtostrada State Institution on the vehicle);
- vehicles used for defence and law enforcement purposes (to be exempt from toll payments, one should submit an application to Belavtostrada State Institution prior to usage of toll roads and receive a notification from Belavtostrada State Institution that the application has been satisfied before the use of toll roads).

If the purpose of a vehicle, being exempt from toll charges in accordance with the laws, is changed, resulting in change of the legal basis for exemption from toll charges or deprivation of the right to exemption from toll charges, as well as if the right of ownership of such a vehicle is terminated or the number plate of such a vehicle is changed, the user is obliged to notify Belavtostrada State Institution about it in writing and return the on-board unit before the vehicle enters the toll road.

Exempt Vehicles (Humanitarian Cargo)
Registration procedure for vehicles that transport humanitarian aid cargo and are exempt from toll payments.
Toll road users driving vehicles used for transporting humanitarian aid cargo intended for the population of the Republic of Belarus and other countries have the right to travel free of charge on toll roads only after conclusion of a contract for the use of toll roads in exemption mode and installation of an On-Board Unit issued by Belavtostrada State Institution on the vehicle.
The registration procedure is as follows:
- The vehicle owner (user) shall submit the required documents (an application executed in accordance with the form approved by Resolution No. 16 of the Ministry of Transport and Communications of the Republic of Belarus dated 7 June 2013; documents confirming the transportation of humanitarian aid) to the Department for Humanitarian Activities of the Office of the President of the Republic of Belarus (7 Krasnoarmeyskaya Street, Minsk 220030, tel. 222-70-29, website: www.dha.by) no less than 10 business days prior to humanitarian cargo’s entry to the Republic of Belarus.

After consideration and approval of the documents, the Department for Humanitarian Activities of the Office of the President of the Republic of Belarus shall redirect the application to Belavtostrada State Institution for registration of the vehicle in the BelToll system as exempt from toll payments, with an indication of the crossing point where the vehicle shall cross the state border of the Republic of Belarus in order to receive the On-Board Unit in the nearest Customer Service Point.

Belavtostrada State Institution shall register these vehicles within 3 business days of the application’s receipt and send a notification to the Department for Humanitarian Activities of Office of the President of the Republic of Belarus.
- Upon receipt of the information from Belavtostrada State Institution, the Department for Humanitarian Activities of the Office of the President of the Republic of Belarus shall inform the owners of vehicles about the possibility of receiving On-Board Units in the agreed Beltoll Customer Service Point.
OBU issue, replacement and return operations are possible only if there’s a full package of documents (applicant’s identity document; registration documents for the vehicles and company, power of attorney granting the right to carry out necessary operations).
If the purpose of a vehicle, being exempt from toll charges in accordance with the laws, is changed, resulting in change of the legal basis for exemption from toll charges or deprivation of the right to exemption from toll charges, as well as if the right of ownership of such a vehicle is terminated or the number plate of such a vehicle is changed, the user is obliged to notify Belavtostrada State Institution about it in writing and return the on-board unit before the vehicle enters the toll road.
Vehicles with Transit License Plates
BelToll system users are reminded that vehicles with transit license plates issued in Belarus, Russia, Kazakhstan, Kyrgyzstan, Armenia with a MLW not exceeding 3.5 tonnes are considered to have been registered in the territory of EEU member states and are exempt from toll charges in the Republic of Belarus.
In case the vehicle has a transit license plate of any other country, it shall be equipped with an OBU at the nearest Customer Service Point before entering a toll road.

Vehicle Towing
In case of vehicle towing, BelToll system users shall be guided by the following rules established by the Regulation on the Procedure of Toll Collection for the Passage of Vehicles on Toll Roads of the Republic of Belarus, approved by the Resolution of the Council of Ministers of the Republic of Belarus No. 340 dated April 30, 2013 "On Approval of the Regulation on the Procedure of Toll Collection for the Passage of Vehicles on Toll Roads of the Republic of Belarus and making Additions and Changes to Certain Resolutions of the Council of Ministers of the Republic of Belarus":
In case one vehicle is towing a second vehicle using a rigid or a flexible coupling along a toll road, each tollable vehicle shall be equipped with an OBU and/or a valid electronic vignette. It is necessary to configure the number of axles in the OBU that s installed on a vehicle with a MLW exceeding 3.5 tonnes taking into account each actually existing axle of such a vehicle, as well as the axles provided for by its design.
On the OBU of the first vehicle, 3 axles are configured;
On the OBU of the second vehicle, 2 axles are configured.
If one vehicle (heavy motor vehicle) transports another vehicle (heavy motor vehicle or light motor vehicle) on a toll road by complete loading method, such transportation is not considered as towing. The transporting vehicle shall be equipped with an OBU with the correct number of axles configured in it taking into account each actually existing axle of such a vehicle, as well as the axles provided for by its design.
There is no need to install an OBU on the vehicle that is being transported in such a manner. The OBU registered for the vehicle that is being transported shall be placed in a metal-coated bag when passing along toll roads! A metal-coated bag is available at any Customer Service Point.
On the OBU of the transporting vehicle, 3 axles are configured.
In the event that one vehicle with a MLW exceeding 3.5 tonnes is towing a second vehicle on a toll road by partial loading method, the towing vehicle shall be equipped with an OBU, on which it is necessary to configure the number of axles corresponding to the sum of the axles of the towing vehicle (taking into account each actually existing axle of the vehicle, as well as the axles provided for by its design) and the axles of the vehicle being towed (taking into account each actually existing axle of the vehicle, as well as axles provided for by its design).
There is no need to install an OBU on the vehicle being towed. The OBU registered for the vehicle that is being towed shall be placed in a metal-coated bag when passing along toll roads! A metal-coated bag is available at any Customer Service Point.
On the OBU of the first vehicle, 4 axles are configured.
Important! When towing a trailer by a bus or a vehicle with MLW not exceeding 3.5 tonnes, the number of axles of the trailer does not affect the amount of the toll.
The country of registration of the vehicle consisting of several units is determined based on the country of registration of the vehicle acting as a towing unit.
