About the BelToll System
BelToll is an electronic toll collection system (ETC) that has been operating on the territory of the Republic of Belarus since July 1, 2013. The system is based on the use of the worldwide proven technology for dedicated short-range radio communications. It allows road users to pay the toll without stopping at toll collection points.

The roads that are part of the BelToll system are equipped with toll gantries fitted with transponders that ensure communication with On-Board Units (OBU) mounted on the vehicle windscreen or detect that a vehicle with a MLW not exceeding 3.5 tonnes is equipped with a valid Electronic Vignette.
Drivers of the following types of vehicles shall pay for the use of toll roads covered by the BelToll system:
- motor vehicles with a MLW exceeding 3.5 tonnes (with the use of an OBU mounted on the inside of the windscreen);
- motor vehicles with a MLW not exceeding 3.5 tonnes that are not registered in the territory of the member states of the Eurasian Economic Union (with the use of an Electronic Vignette). Vehicles with a MLW not exceeding 3.5 tonnes that are registered in the countries of the Eurasian Economic Union (Belarus, Russia, Kazakhstan, Kyrgyzstan and Armenia) are exempt from toll payments.
Regardless of whether the road toll is paid using an OBU or an Electronic Vignette, there is no need to slow down or move to a specific lane when driving underneath toll gantries. This enables system operation in multi-lane free flow mode for all road users.
The direct communication between the OBU installed in the vehicle and the toll gantry enables fully automatic calculation of the amount of toll for a certain section of the toll road when the vehicle passes under the toll gantry. When the vehicle passes underneath the toll gantry, the ETC automatically writes off funds from the OBU account, which is created when the user is registered in the system.
When a vehicle with a MLW not exceeding 3.5 tonnes travels on a toll road, the system automatically determines the presence of a valid Electronic Vignette by comparing the license plate number of the vehicle with the data provided when the Electronic Vignette is purchased.
Registration of vehicles with a MLW exceeding 3.5 tonnes
You can register a vehicle with a MLW exceeding 3.5 tonnes in the BelToll system via your fleet card issuer:
or by going to a Customer Service Point.
After registration, the owner (user) of the vehicle shall sign a contract for the use of toll roads with Belavtostrada State Institution, which regulates the relations arising in connection with the use of toll roads.
If the owner (user) of the vehicle does not sign a contract for the use of toll roads, such a contract is deemed to have been concluded at the moment the vehicle enters a toll road.
When using a toll road, the actual driver of the vehicle, which is not the owner (user) of the vehicle, acts on behalf and in the interests of the owner (user) of the vehicle.
Registration in Prepaid Mode
- Registration at Customer Service Points.
- Separate user contract for each vehicle in your fleet.
- Recommended for organizations with a small fleet (up to five vehicles), which rarely use toll roads that are part of the BelToll system.
Payment options:
- in cash in BYN only;
- with a bank card (VISA, MasterCard, Belkart, Mir);
- with a fleet card (Belorusneft, Berlio, E100, E1CARD).
The driver shall control the balance on his OBU account, and every time the OBU signals a low balance, top up at the nearest Customer Service Point located along the toll road network.
Registration Procedure:

Visit any of the Customer Service Points with the following documents:
- original document or a copy of the certificate of state registration of a legal entity or an individual entrepreneur (not required for natural persons);
- an identity document;
- a power of attorney or any other document certifying the authority of the representative (if applicable);
- vehicle registration certificate – original document or a copy for legal entities and individual entrepreneurs, and original document for natural persons;
- vehicle emission class certificate, if available (original document or a copy).
Documents drawn up in a foreign language shall be accompanied by a translation into Russian or Belarusian.
- Sign the contract.
- Pay the OBU security deposit. The amount of security deposit is 50 EUR. The deposit shall be paid in Belarusian rubles at the official exchange rate of the National Bank of the Republic of Belarus on the day of payment.
- Top up your OBU account in Belarusian rubles: the minimum pre-payment amount is EUR 25; the maximum amount of prepayment balance is EUR 350.
- Receive your personalized OBU at a Customer Service Point and install it on your vehicle in accordance with the User Manual / Installation Instruction.
Registration in Postpaid Mode
Registration through fleet card issuers: Belorusneft, Berlio, E1 CARD, PEC Belavtostrada.
Benefits:
- One contract for all vehicles in your fleet;
- No need to stop at a Customer Service Point to top-up your OBU account;
- You can pay the OBU safety deposit and the road toll with your fleet card.
Registration procedure at the fleet card issuer office (recommended for companies with a fleet of more than ten vehicles):
- You can register your vehicle at your fleet card issuer (either personally at their office or at their website).
- Submit the following set of documents to your fleet card issuer:
- certificate of state registration of a legal entity or an individual entrepreneur (original document or a copy);
- an identity document;
- a power of attorney or any other document certifying the authority of the representative;
- vehicle registration certificates (original documents or copies) for all vehicles to be registered;
- vehicle emission class certificate, if available (original document or a copy).
Documents drawn up in a foreign language shall be accompanied by a translation into Russian or Belarusian.

Receive a personalized OBU at any Customer Service Point.
The OBU shall be installed on the vehicle windscreen as specified in the User Manual.
Designation of Toll Road Sections
The following road signs are installed to indicate toll road sections that are part of the BelToll system in the Republic of Belarus:

The road signs are placed at a distance sufficient for the drivers to select an alternative toll free route and may be accompanied by an additional information sign Distance to the Object.
Individual design information boards with the indication of toll road sections and toll obliged categories of vehicles are installed in border areas, at motor vehicle crossing points.
Some motor vehicle crossing points with heavy traffic are equipped with additional 3 x 6 m individual design reflective information boards with the indication of toll road sections, categories of toll obliged vehicles and the distance to the nearest BelToll Customer Service Point.
